I have all Windows 10 21H1 clients and I have 2 Domain Controllers, 2016 and 2019. I have downloaded the latest GPO Templates for the 21H1 update and added those to my central store, but I cannot see the setting for "RelaxMinimumPasswordLengthLimits". I have searched for this and found that it was introduced in Win10 2004 update in 2020, but how to I make that show up in my policies? Why would that setting not be in the latest GPO templates from Microsoft?

I have found one item of discrepancy in my testing and I'm not sure I have heard or seen this issue before. We have Windows Server 2016 and 2019 LTSC, 1607 and 1809 respectively and our clients are either 21h1 or 21h2 Windows 10. If I manage GPO settings from the DC, I get different results than when I manage GPO settings using a Windows 10 member PC. So, in my Windows 10 member, I open GPMC using the appropriate account and then I have the "RelaxMinimumPasswordLengthLimits" setting available to configure. If I use a DC to do the same thing, the setting is not there.
After seeing this, I come to realize that there are other settings that were recommended to use to disable, such as Windows Media Player Network Sharing service and this setting is not available either using the DC to manage policies.
If I copy the most up to date templates to the central store, why would the DC not use those? Or is that only using Admin templates and I would need feature updates to the DCs in order to get the other settings?

I've been unable to confirm this so far, but I think you need to be on a version past 2004 also. If you are like me, you are running Windows Server 2019 v1809.

Computer Configuration\Policies\Windows Settings\Security Settings\Account Policies\Password Policy\Relax minimum password length limits

Well, that setting is there, but only if you are setting the policy from a machine that had the feature update installed such as a Windows 10 2004 or later or a Windows server SAC version. Our servers are all LTSC and don't get any of those updates, or haven't yet so the DCs don't have those policies. After a lot of digging, I found this out and was slightly disappointed.

On windows Server 2016 1607, I am unable to find "Relax minimum password length limits", How do I enable this in Windows Server 2016 Security Settings in Registry.
