Manual creation of migration mail box 2013 after 2019 AD update

I have exchange 2013CU21 and 2019 servers on-premise, same domain, the migration mailbox is gone on the 2013, the usual answer of run Setup/PrepareAD fails because the AD has already been updated to 2019. Error message is "Active Directory Organization Config Version (16751) is higher than setup version (16133)".

So how do I recreate the Migration.8f3e7716-2011-43e4-96b1-aba62d229136 mailbox manually when you can't run setup from the install disk?
