Why can I not install Security Update for Windows KB4566425?

I am trying to install this update on Windows 8.1 x64bit. I manually downloaded the file and tried to run it, but the installation fails. I initially tried to install it through the windows update form where it was automatically downloaded, but it also failed to install.
How can I resolve this?

    After research of this topic, it could be related to an issue with the Cache Folder or windows registry, you can try first the follwoing procedure which is described in a Microsoft tech forum:

    Please follow the following steps:

    ** We will stop the windows update service:

    1. Run "services.msc"
    2. A new windows will open containing all Windows services on your system.
    3. Look for "Windows Update".
    4. Stop the "Windows Update" service.

    ***We will clean the Windows Update temporary cache folder:
    5. Open run
    6. Type %windir%\SoftwareDistribution\DataStore in this new window and click OK.
    7. This will open Windows Explorer on the correct location.
    8. Take a backup from the folder content (just in case any error you can return them back).
    9. Delete all folder contents.

    **** Start Windows Update again:

    1. Run "services.msc"
    2. A new windows will open containing all Windows services on your system.
    3. Look for "Windows Update".
    4. Start the "Windows Update" service.

    Restart the PC and try again to install the update KB4566425.

    Hi,

    What updates have you installed? Have you got error code?
    You may need previous updates before the SSU will apply.

    Since KB4566425 is servicing stack update, please check Installed Updates (not Update History) and see if KB4566425 is listed. It may have installed after the other updates finished.

    You could check the Installed Updates here:
    Control Panel\Programs and Features\ on the upper left “View Installed Updates”
