"contact your admin" when i am the admin

I am the global administrator for my tenant O365 but when installing a license i am getting an error saying "contact your administrator"

    That's funny.

    You can be log in on another person, or you do not have rights to do something what you do now, and you must modified settings on your account or AD before you do whatever it is.

    If you tape more information, probably someone can help.
