The user profile service failed the sign-in and user profile cannot be loaded

I'm experiencing problem when trying to RDP to domain controllers and exchange servers in my domain using new domain accounts. Both AD and exchange servers are running windows server 2016.

This issue also occurs when i try to join new client machine in the domain eg windows 10

The account I'm trying to remote to domain controller and exchange servers have assigned domain admins and organization management role groups

When i remote, i get the following error message

Few things have tried with no success
Disabled anti-virus in all those servers
Recreated a new domain admin account, still the same problem

What other ways i can i use to troubleshoot or fix the problem permanently

    Hello bernardmwanza,

    Please read the following post, it seems that the problem is on NTUSER.DAT. It is apply for win2k12 but I think it will apply also to your case.

    Thank you for posting your query.

    To resolve your issue the first thing you should do is boot Windows into Safe Mode. While you cannot log in as you normally would, you can still use your computer in safe mode. Safe mode essentially boots Windows with the bare minimum features and programs that it needs to function.

    To boot in safe mode follow the steps below.

    Power up your computer as you normally would.

    When you reach the Sign In screen, hold down Shift and go to Power > Restart.

    Your PC will boot into a blue screen with three options. Select Troubleshoot.

    Click on Advanced Options > Startup Settings > Restart.

    After your computer reboots, click on Safe Mode with Networking.

    Your computer will restart in Safe Mode.
