1) I want to know is there any way to restricts users to signing out of one drive
I'm afraid that you cannot restrict users from signing out of their Office 365 Accounts (including OneDrive).
2) restricts users to uninstall one drive from there laptops
I'd recommend removing Administrative rights from their devices if you want to stop them from uninstalling OneDrive.
If you are using Intune, then you please see the following for configuring local accounts/rights. I'd ensure that you have an Admin group that still has access to all Intune devices.,
