Welcome to Microsoft Q&A! I just replied to your previous post. Windows 10 IoT core does not support use with Raspberry Pi 4. It can only be used with versions prior to the Raspberry Pi 3B+. It is recommended that you use the Raspberry Pi 2 or 3.
