Can't horizontally scroll Excel file saved in RTL

Question

We have Excel file which have been saved in RTL [right to left] format. Users are complaining that they cannot horizontally scroll these files. Normal file i.e., left to right file are working fine. We have Office Online Server [OOS] build version is 16.0.10338.20039 installed with language pack. We are using OOS for SharePoint Server 2019 & Exchange Server 2016. We are facing this issue when viewing Excel sheet on both these servers.

You can do a test by following methods:

1. Refresh the page view. Go to the View tab and switch between Normal and Page Break View. Then switch back to Normal view.
2. Trun Off Scroll Lock. Right-click on the Status bar, then check the Scroll Lock status. If it is on, you can disable it on your keyboard.
3. Right-click on the horizontal scrollbar, then select scroll right or scroll left.
4. Use keyboard shortcuts. You can press and hold CTRL+SHIFT then scroll the mouse wheel or horizontal scrolling.
