From what I have seen, it should work, however I would not do that except as as temporary measure as you never know if any update or security change within Exchange may break that. I would move both the primary and the archive at the same time to the Exchange 2019.

Assuming we have both primary and archive mailbox enabled
When migrating from Exchange 2013 to Exchange 2016/2019, does moving only the primary to the target Exchange servers i.e. 2016/2019 disconnect access from the archive mailbox after a successful migration
