SendARP WinCE 5.0 VS WEC2013

Hi all,
I just discovered that the SendARP function is different between WinCE 5.0 and WEC2013.
In the first one the message is sent over the network only if the IP address isn’t in the ARP table
instead in WEC2013 the request is always sent.

Which is the right behavior?

    I'd say WEC2013 is correct to always send it. How else would the ARP table get updated?
