Media Services can detect if there is an embedded 608 or 708 stream in the source H264 elementary stream.
Is your source encoder embedding 608 or 708 into the source stream or not? If we detect it, we will output those lines into the HLS manifest.

Since a few weeks we have closed captions 608 & 708 on our master manifest HLS (we use dynamic packaging).
We haven't made any changes on our side.
This lines are added:
#EXT-X-MEDIA:TYPE=CLOSED-CAPTIONS,GROUP-ID="cc",NAME="CEA708_CC",DEFAULT=YES,INSTREAM-ID="SERVICE1"
#EXT-X-MEDIA:TYPE=CLOSED-CAPTIONS,GROUP-ID="cc",NAME="CEA608_CC",INSTREAM-ID="CC1"
Did you make an update that adds these lines?
