macOS 13.0.1 BUG, mac goes into selection "mode" and wont go out.

Question

When connected remotely to a session at some point the Mac (M1 Pro 16 running MacOS 13.0.1) will go into a weird selection mode where it's like the mouse is trying to select part of the screen etc, mouse clicks will then fail and nothing will respond on the Mac, some keyboard commends still work like command-tab etc and command-q but generally speaking the mouse is useless, and the system requires a restart (hard in most cases) to be fixed. Quiting MRD does not return the mouse to normal. with MRD open it generally happens at some point, even if the window/app is not active in FG.
