Create windows policy to only show "update and shutdown/reset" for staff

Hi,
I posted this on the 365 section but I was directed here instead
We're on 365 Premium for the office

When a windows update is needed, I would like to have every device in our company only display "update and shutdown" or "update and restart"

This will make sure the staff cant avoid updating.

Is there an article I couldn't find to hide "restart" and "shutdown" if an update is needed for our devices to stop staff potentially avoiding windows updates?
