Enterprise Test Dev VM unable to access outbound port 25

We have a VM running on Enterprise Test Dev, it is unable to access outbound port 25 Exchange Online. Other VM running on Enterprise is working fine with outbound port 25 open to Exchange Online. Does this mean that VMs on Test Dev are not allowed outbound port 25 traffic?

    Outbound request to port 25 is blocked by Azure platform and available only to certain subscription types. For more information, take a look at this documentation.

    However, for Enterprise Agreement Azure users, there's no change in the technical ability to send email without using an authenticated relay. Both new and existing Enterprise Agreement users can try outbound email delivery from Azure VMs directly to external email providers without any restrictions from the Azure platform. Although it's not guaranteed that email providers will accept incoming email from any given user, delivery attempts won't be blocked by the Azure platform for VMs within Enterprise Agreement subscriptions. You'll have to work directly with email providers to fix any message delivery or SPAM filtering issues that involve specific providers.

    Please check your VM's network settings to determine if you have Network Security Groups (NSGs) blocking traffic. You can also use Network Watcher's IPflow verify tool to check for NSGs blocking traffic, User-Defined Routes (UDRs) rerouting your traffic back to on-premises ('Default Route' 0.0.0.0/0), or to a network appliance.
