I want to build programe to microsoft store now I have questions:
1.how to register to microsoft partner? now I login it is this :
there is no button to create a program
2.I do not face the pay page of 19USD for individual

how to register to microsoft partner?
Please follow the steps here: Open a developer account in Partner Center.
I do not have a visa since I am chinese can I pay for it using bank card?
Currently, only Visa or Master card are supported for the payment when you are trying to register as a developer. You will have to apply for a visa card or a master card. You could also open a free support ticket here: Contact Us. Go to Contact us Tab, find Non-Technical Support - Dashboard and choose CHAT NOW or SUBMIT AN INCIDENT. Then you could talk to the store team directly and confirm this behavior.
