How to enable QuickStarter in PowerPoint

I have Microsoft 365 with the latest Windows and MS Office updates but can't seem to find PowerPoint QuickStarter. A post from just a few days ago indicates we should be able to enable or disable Microsoft Intelligent Services in File -> Options -> General but it's not in my list either. Any ideas?

    @David Dawson 100 ,

    I change the update channel of my Microsoft 365 to be Semi-Annual Enterprise Channel (Preview), and test the same version as yours and the newest version so far, there is no QuickStarter either.

    In my opinion, this is related to the Office update channel. Based on my test, QuickStarter could be available on Monthly Enterprise Channel, Current Channel (Preview) and Current Channel.
    If you need this feature, please switch the update channel.

    What's the version of your Microsoft 365?
    Please share me the version number under the Product Information.

    The option to enable Office Intelligent Services is removed from General options in newer versions of Microsoft 365 subscription.
    To enable cloud-enhanced features of Office Intelligent Services, such as PowerPoint Designer, Translator and etc, in addition to check the box of "Enable optional connected experiences", like the image you uploaded above, the administrator in your organization should not disable these features via group policy.

    Such as the PowerPoint QuickStarter, if you have the permission, please go to Group Policy, under User Configuration\Policies\Administrative Templates\Microsoft PowerPoint 2016\PowerPoint Options\General, check whether you have enabled "Turn Off QuickStarter".
    More group policy of privacy controls, please refer to "Use policy settings to manage privacy controls for Microsoft 365 Apps for enterprise".

    Besides, QuickStarter is available only in: English (United States), French (France), Italian (Italy), German (Germany), Spanish (Spain), and Japanese (Japan).

    Version is Microsoft Outlook for Microsoft 365 MSO (16.0.13127.20402) 64-bit. The edition is Microsoft 365 Apps for enterprise. I'm using the EN-US language version so this should be included from what I've read. That's why I'm a bit confused that I'm not seeing it.

    I don't have access to our GPs but I see that this should correspond with reg location mentioned here. I looked at the reg key and don't see anything listed.

    Thanks for sticking with me here. It's on the Semi-Annual Enterprise Channel (Preview). Regedit doesn't have that key at all. Under Computer\HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft there's only SystemCertifcates and Windows. There's not even an Office key.

    The downloadable templates are there but not quickstarter.

    I went to templates.office.com and found some keywords for premium templates. These premium templates are available in PowerPoint for me like this example premium template:
