DAG member server is not operational in exchange 2019

Need help for following issue

In our environment three mailbox server in DC site and three mailbox server in DR site.
I added all member server in DAG but two member server from DR is showing Is not Operational. More details in attach screenshots .

I also check cluster service is not running on that node which are showing is not operational. I try to start but no luck,

    Hi @Nur Hossain ,

    1. Please make sure all Exchange servers have the same version and CU.
    2. Please try to reboot the Exchange server.
    3. Could you confirm which account when you start the cluster service? The Cluster service is a service that requires a domain user account. The server cluster Setup program changes the local security policy for this account by granting a set of user rights to the account. Additionally, this account is made a member of the local Administrators group. Please make sure the account you are using has the correct permissions.
    4. Please check the system event log and see if there have any related logs.

    1. All Exchange server version are same,
    2. Already rebooted all problematic exchange node.
    3. Local system account is used for cluster all exchange server (4 are running)

    4. we are getting following error while trying to active database.

Error: An error occurred while trying to select a database copy for possible activation. Error: The database 'Mailbox Database 0527633721' was not mounted because errors occurred either while validating database copies for possible activation, or while attempting to activate another copy.     The issue was that an old cluster DAG name was not removed previously, this can be done via c:> Cluster [DAGNAME] Node [NODENAME] /forcecleanup -

    or try

    get-clusternode -name "nodeName" | remove-cluster -force -cleanupAD
