SQL Server 2019 installation failed

Hi all.

I am trying to install the Microsoft SQL server 2019 developer edition on my computer.
I downloaded the file here: https://www.microsoft.com/zh-tw/sql-server/sql-server-downloads
I have installed it successfully on 2 of my computers, but not this one.

The download process was fine, and the installation can last until the loading bar is almost done.
But in the end, it always shows an error message below (I am using a Chinese version, the error code in English):

Internal call to Create SKU Cookie failed unexpectedly. Installing SQL Support may resolve this issue.

I have tried to install it on both C:/ (OS drive) and D:/(Data drive), no luck.
I even re-install my Windows to see if it fixes the problem, no luck either.

I cannot find any relevant information on the internet or others that have the same issue as me.
If you know how to fix this, please let me know. Much appreciated.

    Hi @Jesper Chuang ,

    Could you please share us the error message from SQL Server Setup log within %programfiles%\Microsoft SQL Server\150\Setup Bootstrap\Log?
    In addition, please check below things:

    1. Please make sure you remove previous failed installation from add remove programs completely. You can remove previous failed installation clearly using the steps in this link.
    2. Make sure you right click on setup.exe file and select run as administrator when you want to start the SQL Server installation.
    3. Disable any antivirus software or uninstall it temporarily, and turn off firewall on the machine for the time that the installation is running.
    4. Please uninstall any version of SSMS older than SSMS 18.3 before installing SQL Server 2019.

    Hi. Can someone help please regarding this error. I tried every possible thing that I could come across on google to resolve issue but everytime I install MSSQL, it shows same error156923-mssql.jpg
