Technically, it's possible to assign a Guest as an owner for a Team. However, it's not an officially supported scenario, so you should expect some issues with it, in case you decide to try it.
Teams Guest user as Teams Owner?
Hi,
Is it possible to add an AAD guest user as a team owner in a Teams space?
I'd like external staff to be able to administer some Teams spaces without the need for us to create a service type account and pay for licensing.

Agree with Michev, this feature is not supported now.
