Install o Uninstall Framework in Windows Server 2016

Question

I have a OS Windows Server 2016, and i have to install a program with the framework 3.5, the problem comes when i try to install the framework cause give an error in the Server Manager, i try to uninstall the framework 4.6 (is unique installed right now) but also appear the mensage of error in the server manager, i try to make it with the windows update and when is trying to install it also appears the error, i try to install it or unistall it using the Power Shell, but that give an error too, i dont know what else can do to install the framework 3.5

sfc /scannow
dism /online /cleanup-image /restorehealth

also check that windows is patched fully.

Hi, im trying to make it but having the the error 0x8000ffff, that error appear when i try to make the windows update, unistall or install any framework, in the power shell executions, and any test that i do, i receive the same error.

Another option is a repair install by running setup.exe from the root of the install media but time may be better spent standing up a new one, patch fully, migrate roles over and move on.
