Configure 100 database on Azure PAAS Service and SSRS need to be configured on it

We have two on-premise SQL Server (Azure SQL VM) and each server has 70+database. We are already in Azure and we need to move to Azure PAAS, but the issue is we want SSRS as well. Now, Azure SQL MI has limitation of 100 database only and Azure SQL DB cannot be used for this. Does Microsoft have some service in PAAS for this scenario or SQL VM is the only option?

    Azure SQL VM (IaaS) is you best option if SSRS is involved.
