Windows 2019 Server Hyper-V and RDP

I have a 2019 Server that for Compliance i cannot have RDP/RDS/Terminal Services enabled. They must be off, and secured off.. I am not permitted to have any remote RDP/3389 stuff enabled. However, i am now no longer able to open up the Hyper-V console, and access the virtual machines through the direct console without getting an error about how RDS must be enabled. How do i get this to allow me to access my Virtual systems from the server console without the RDP/RDS services enabled?

    It should still work (vmconnect.exe) from host to guest. Make sure enhanced session is turned off.
