Application to create content

Hi,

Does anyone know what is the application use by Microsoft to create and organise all the knowledge and content in learn.microsoft.com?

For example this page insider-risk-management with navigation menu on the left, ability to rate content, or bookmark pages. Or this other one compliance with a summary menu.

I would like to create content in a similar way, but I don't know if I should use Sharepoint wiki pages, Teams wiki pages or something else.

Any guidance would be much appreciated.

    Thanks a lot. I have read a bit about GitHub and it looks that you can create Wikis with Github... but it requires more coding than Teams for example
