It is extremely verbose, and the error messages are far from always clear-cut. But you can attach it here, so that we can take a look.

By the way, there appears to be an error message: 系统找不到指定的路径. Not that I expect it to be that helpful, but can you provide an English translation for a poor Chinese-impaired soul?

The error message "The system cannot find the path specified" showed that there are some files of SQL Server basic component couldn't be located. It is possible that these files are corrupted or the access for these files is denied.

Follow this article: cleanly-uninstalling-stubborn-sql-server-components to uninstall your failed SQL2019, and then reinstall SQL2019 to have a test.

I would suggest you running the SQL Server installation media as administrator. When you reinstalling the SQL Server, on server configuration page, please change the SQL Server Database Engine account and SQL Server Agent account to local System(NT AUTHORITY\SYSTEM) to ensure these accounts have enough permission.

If this is still not work, please check your SQL server setup log. Detail.txt is usually the best file to dig into. The files are very verbose, but if you are lucky may you be able to figure out which file that is missing.
