We want to import custom MP into SCOM 2019 however some of these custom MPs have dependencies such as SQL 2008 and windows OS 2008. We were not planning on importing SQL 2008 MPs. Or should I not bother importing these type of override MPs. Or is there a way to remove these SQL 2008 MP dependencies from this custom MP?
You can view the mp in most viewer and see where the dependencies are. If there are a lot of rules overrides etc targeting a specific legacy class then you can remove them one by one. And then eventually strip the mp of the references that are out dated.
When you say in a viewer is this in Ops console? I do not have access to any 3rd party tool and it is a long process to get permission to download any tools. If there is a tool please recommend a easy to use tool?,... using SCOM 2019. SCOM 2007R2 Authoring Console Resource Kit

Which is better for viewing MPs.
Both are good to have. MP Viewer will let you export MPs so that you can send off the information to teams interested in a high level of what is monitored. Also, it's a quick and dirty way to see how many classes from a reference MP are actually in the MP. Also good to view sealed vendor MPs.
Authoring Console is good to use as well, but has limitations (cannot view any management pack that was exported from SCOM 2012 or higher).
So when I say view, yes MP Viewer is probably the best option, but you can also export any sealed MP's and use tools like NotePad++ or VSCode to look at the raw XML. When you look at the xml, in the top is a section that lists references, they have an alias. You can search for that alias in the body of the XML to see what classes are in the MP, if any. Then you can carefully remove all of them (for legacy MPs), and then remove the reference. Save it, and re-seal or just import unsealed.
Can I just copy the XML and delete the references to any MP which no longer exists in SCOM 2019.
As a side note when I exported some MPs they look almost like default MP or imported MP? Not sure if there are worth editing by deleting any references to MP that no longer exist. Some of these MP are named:

Can you copy the xml and delete the references? No. You have to look at the references in the beginning, see what the alias is, then you would have to go through the xml and delete out the sections applying to the alias given by the reference.. so for example:
Windows.Computer is a class right. If you see this class in SCOM in XML, it might look like this: Windows!Windows.Computer (the Windows part of "Windows!" is the alias for the discovery management pack, that is referenced in your mp. If you look at references for "Windows", at the top of the XML, you will see a full mp name that is correlated to that reference.
Having said that, I think someone made a tool or a script, that would go in and strip your mp of bad aliases. But this is not the case in your situation, at least I don't believe it is.
SystemCenter Advisor is a default installed mp, and can be removed unless you use Advisor. App monitoring 360 sla, I believe that is a default mp, but can also be deleted. Network discovery, default mp, might want to keep that. Notifications contains all your notifications, do not modify that.
