I believe this device stored the BitLocker team in the TPM which is build in the motherboard and in case you changed the motherboard, you won't have access to the key. In this case you have to connect the hard disk to the previous motherboard and then attempt to unlock the BitLocker and then you may move it to the new motherboard and use it and then re-encrypt it. In other case, you could only unlock it if you had backup of the key (e.g. in USB, Microsoft Account, etc.) .
In case you don't have access to the recovery key, there is no way to decrypt it and you may only format and reinstall Windows which would cause losing your data.

Dear All,
A Customer Laptop , not part of domain had bitlocker enabled,
There was an issue with Motherboard and it was changed now the BitLocker is asking for password at boot time which is not remembered by customer.
Customer has the local Administrator Password ,
Is there a way to decrypt the HDD using the local admin account by booting into the Repair Mode,

Hi,
If you used TPM, your data is lost. If you didn't then you can recover your data.
TPM is nothing but a chip in the motherboard that stores the BitLocker encryption keys and map the same to the pass key that you provide to the system when logging in.According to your description, if your old motherboard is available then you can decrypt the drive and then re-encrypt it afterwards.
The premise is that you need to remember the password or recover key.If none of these work, then the data cannot be recovered.
