HTTPS can't load with Error 404: The requested resource is not found

I can access http on a windows server 2019 locally or remotely.

However, I can't access https with Error 404: The requested resource is not found

1.I can telnet port 443.
2. I have installed Certificate

What could be the problem?

    OK, if I switch to All Unassigned and access https://hostname, I get This site is not secure. I can access it by click Go to the webpage (not recommended). However, https://localhost and https://hostname.compnay.com don't work. Why?
