VS 2017 Installer Projects not building .msi

I have a .sln that builds builds one .dll and two install projects. One of the install projects builds, the other one does not but the output window shows all builds completed. Both install projects package the same files. In the output window, the install project that does not build does not do the pre-build validation, there are some dependencies that can't be updated.
