Strange behaviour on Office 2019 Volume Licensed on a Windows 2019 server

A customer of mine owns a Windows 2019 server in a web farm on the cloud. On this server they purchased and installed Ms Office 2019 (volume license).

We are experiencing this strange behaviour: opening an Office application (Excel, Word, etc) and closing it, the relative process is released from memory a couple of minutes after the application is closed.

In normal use this could not be a problem (only memory consumption) but we are devolepers and our app installed on that server uses Ms Excel COM objects to retrieve informations form XLS files. The time to create Excel.Application com object and use it to read data is milliseconds but then unfortunatly our software remains locked until the Excel process is released from memory (a couple of minutes) and this is very annoying.

Same happen doing a mail merge with Ms Word from our app. The program remains locked until Ms Word is released from memory.

Simulating a similar environment on an our internal Windows 2019 server but using Office 365 on it (not Office 2019) there is no problem.

Have you got an idea about what is happening on that server?

    According to your description, it seems that your app is unabled to run with Volume Licensed Office 2019.

    The tag "office-itpro" focuses on technical questions about Office desktop applications. Besides, Office applications installed on server, such as Word and Excel could run normally.
    So I suggest you check the compatibility between your app and Volume Licensed Office 2019.

    From the perspective of Office, it's recommended to ensure Office is updated to the latest version.
    Go to Trusted Settings Center > Add-ins, do not select any one of 3 options on the right. Then go to ActiveX Settings, temporarily select the last option "Enable all controls ···".
