Can I create Multiple VMs in VMware wokstation in an Azure windows 2016 machine?

For a cybersecurity course, I want to create multiple virtual machines, utilizing VM workstation on Azure windows 2016 server. 1 Azure windows 2016 machine for each student. So that the students can practice as if the whole setup is installed on their own laptop. Is it possible? If yes, please outline detailed steps.

    As far as I am aware of nested virtualization in Azure is only possible with Hyper-V. Means: You can use Hyper-V in a Windows Server Azure VM.
    Running VMware on a Azure Windows Server VM is not possible as far as I know.
