I want to convert documents on my phone with Xamarin forms without internet access

I am trying to find a way to convert various document and image formats on my phone using Xamarin forms but everything I find is using some sort of internet connection. I want this to be done entirely on the phone. Are there any libraries that can do this?
Some formats that I need to convert from are : JPEG, TIFF, PDF, DOCX and I would like to convert to PDF.
