If I use device CPU i7 , i can buy Win 10 IoT Ent 2019 LTSC MultiLang ESD OEI Entry use with my device ?

Ok. If you are building an IoT Devices, then Windows 10 IoT Enterprise 2019 LTSC is the correct version. I have never heard of an Entry level, but I recommend contacting a Microsoft distributor for more information: https://wfbdevicemanagementprod.blob.core.windows.net/windowsforbusiness/Windows_IoT_Distributor_Information.pdf
That is the pricing level. Again, a Microsoft distributor has more information.
There are different licensing levels based on processor. The i7 is at the high end only, not Entry. Entry is only for Intel Atom, Via and some AMD series processors.
CPU I7 is not personal PC , It is device about iot . I'm not sure that if i buy license Windows 10 IoT Enterprise Entry it can be used with device iot cpu i7 or higher.
If this is for your personal PC, then you will want Windows 10 Enterprise 2019. The Windows 10 IoT Enterprise LTSC version is targeted for device manufacturers.
