Azure AD Guest Invite Failure

I am trying to migrate an Azure subscription from one tenant to another. In order to do that I need a user who is in both tenants. I created a new user in my destination tenant. Gave them Global Admin rights. I signed in using that user account to ensure it was working. It was. I then signed out and signed in using an account in the source tenant. I added the account as a guest user to the source tenant and sent the invite. I received the invite. I signed out everywhere. I clicked the invitation link. It took me to a sign-in page pre-filled with the new account user name. I provided the password and signed in. Then I receive this error:

Oops, an error occurred.

You do not have access to this organization. You must be invited into this organization to get access.

Go to my applications for my home organization
Sign out

    Try to access any of the following URLs with the guess user. There's no need for an invitation email:

    If that does not work provide us of a new correlation id and timestamp.
