Changing Password Policy

Is it possible to change the password policy in 2016 Essentials. Using GPEDIT I notice that all the settings are locked. I would like to improve on the defaults.

    Hi,

    Please check below on WSE:
    Server Manager -> Group Policy Management -> Default Domain Policy -> Computer Configuration -> Windows Setting->Security Settings -> Account Policies
