HP Wide Vision HP Camera Code 45 Error

In the properties for my camera which has not been working, I get this message:

"Currently, this hardware device is not connected to the computer.
(Code 45)

To fix this problem, reconnect this hardware device to the computer."

I have tried turning everything on and off, updating drivers, etc. Nothing has worked.
