Unable to authenticate - Passwordless prompt times out too quickly

I have a consumer Microsoft account that I use for things like XBox and the free tier of one drive. I've been sent an invite from a business so that I can access an Azure Devops instance. When I click on the invite I'm asked to login. The flow goes something like:

1) Enter email address
2) Select "Work or School Account" or "Personal Account" - I select "Personal Account"
3) A request is sent to my phone (my account uses password-less authentication)
4) The password-less prompt is displayed (a 2 digit number is displayed)
4a) This password-less prompt is only displayed for ~1 second. With other services it remains visible for much longer
5) the password-less prompt disappears and a "Request timeout" message appears

I've also tried authenticating by using my password, but that results in a "login.live.com page can't be found"
Also tried using a PIN via Window's Hello, but the error "We couldn't sign you in" is displayed.

This is the only service I have this sort of problem with. I've managed to use the same account with at least two other Azure Devops instances.

Any ideas what the problem might be?

Tech support for the business in question suggest that it's a problem with my account, but I've no idea what it could be.
