The link you shared is correct but if you check it your CPU is not listed there and it means it is not supported.
I advise you to open start and search for feedback and open Feedback Hub app and file a suggestion and request your CPU to be supported.
My Surface Laptop is telling me the processor is incompatible with Windows 11, but it is on the list of compatible processors - why can't I upgrade?
This is the message that I see:

At least if you search for7660
the result is0

Some 7th generation and all 8th generation processors are supported for Windows 11. It seems your i7-7660U is not supported for Windows 11.
