    Hi there,

    Windows Server 2016 does not support SNMPv3. Microsoft officially states that SNMP is deprecated in Windows Server 2012 and up, so I doubt you'll be seeing anything from Microsoft in the future either.

    Basically in any machine, you can enable it as follows.
    Open the Settings on your Windows machine.
    Click Apps.
    Choose Manage optional features under Apps & features.
    Click Add a feature.
    Select Simple Network Management Protocol (SNMP) from the list.
    Click Install to enable SNMP on your computer.

    Microsoft never implemented SNMP v3 in any of its Windows releases, but recommends its own private standards such as WMI and PowerShell remoting.

    So if you do want an SNMP v3 capable agent running on your Windows Server 2016 machine, you have to install a third party SNMP agent, such as NET-SNMP, https://serverfault.com/questions/283922/how-do-i-install-net-snmp-on-windows-without-visual-studio
