SharePoint 2016 Form Library "New" Button offers to upload a document instead of opening a new form.

We have an On-Premise SharePoint 2016 Farm with Enterprise License. Our users are able to create Form libraries and link to an InfoPath Form opening in the browser.

For some reason after our latest SharePoint update (Oct 2021 CU), all the form libraries still allows to open the existing files in the forms and to fill a new form with the "Files" tab and "New Document" which is the expected behavior but the "Plus Icon" with "New" on top of the library view only opens exactly the same as the "Upload" link right next to it. I believe it should be opening the form template for the users to fill in a new form and saving it to the form library.

Every settings on the library seems right since the users are still able to use the form with the ribbon "New Document" and opening an existing document. The template is set and I've went through all library settings.
