Hello, I am Rubiat

Recently I have been facing a major issue for few months. One of my user getting the following error from OWA. This mailbox has been accessing many users about 15. They have faced this problem sometimes but not regularly. When they faced this problem and called me, I just cleared their browser cache and try to connect OWA in incognito mode. After 5-7 minutes the can connect. But today they faced this problem continuously. Please provide the solution ASAP. I want to get rid of this. Thank you

    Dear Rubiat,

If the mailbox is stored on-premises, the error message could be related to the limits configured in Throttling Policy. You may refer to the following article: http://technet.microsoft.com/en-us/library/bb232205.aspx
You could also check EWS logs on your server to find out which setting causes the error. Please read here: https://learn.microsoft.com/de-de/archive/blogs/karywa/exchange-server-20132016-ews-logging-configuration

    Kind regards
    Eduard

15 uses is prob too much, but you can create a throttling policy for OWA and test it:
    https://markgossa.blogspot.com/2016/01/new-throttling-policy-for-specific-users.html

New throttling policy for specific users - Exchange 2016
    Introduction

Throttling policies enable you to change the amount of resources can be used by mailboxes that are assigned that throttling policy. For example, you may want to increase the maximum concurrent Outlook and OWA connections for a mailbox that needs to have many concurrent open connections.

In this post, I’ll demonstrate how to create a new throttling policy that allows for more concurrent OWA and Outlook connections and then I’ll assign the throttling policy to a mailbox.

    New-ThrottlingPolicy

The first command we will use is New-ThrottlingPolicy. This creates a new throttling policy (funnily enough?) and is a group of throttling settings which you can apply to a mailbox later on. We’ll be setting up a new throttling policy with the settings below:

    Name: HighUsageMailboxes
OwaMaxConcurrency: 100 (Default is 5. Increasing this value increases the allowed maximum concurrent connections that an OWA user can have open against an Exchange server at a time)
RcaMaxConcurrency: 100 (Default is 40. Increasing this value increases the allowed maximum concurrent connections that an RPC user can have against an Exchange server at a time)

    New-ThrottlingPolicy -Name HighUsageMailboxes -OwaMaxConcurrency 100 -RcaMaxConcurrency 100

If only one user, does it work for them from another machine?

Can you move their mailbox to another database? Just as a test :)

From the error message, the issue might have something to do with your network environment. Please try switching to a different network, for example, a network with bigger bandwidth, to see if the same issue happens.

Meanwhile, please use IE 11 with the problematic Office 365 account to try again. Also, try the private mode.

Also, if they are using a custom domain, please let the users try the default company.onmicrosoft.com account. And let us know the result.

@Eduard Filimonov and @Andy David - MVP , Thanks for your suggestions but already I did these. I cannot understand what is the root cause of this issue. I have 4500 users and only one user is facing this. I checked my server utilization, checked network bandwidth. Everything is ok. Even they faced this again in yesterday. Then I just told them to use outlook web app on browser incognito mode.
