Windows 2019 RDS cluster - can I move the connection brokers?

We have an RDS cluster setup of two servers with all of the services clustered between them. I have recently learned that having the Connection Broker cluster on the same set of servers is not supported and is potentially causing us problems.
Is it possible to move the Connection Brokers to a different server cluster or does the whole RDS setup need to be rebuilt?
