Native external sender callouts on email in Outlook - Pop Up

Question

In regards to the Native external sender callouts on email in Outlook, this pop up,

Does this pop up if the user clicks on the message each time?
Or does this only pop up of they click on the External tag in the upper left hand corner of the preview?

This reminder would only pop up when the user taps the "External" tag in the top-left corner of the message.

It would not pop up every time when the user clicks on the message.
