what is allowed to do with bing entity API

Hello,

I hope this got not asked before, but to my surprise, I didn't find anything to this topic yet.
I want to use the Microsoft Bing Entity Search API in a localy running programm for an commercial purpose.
In the Documentation[1] of this API is written the following statement:
"You, or a third party on your behalf, may not use, retain, store, cache, share, or distribute any data from the Places answer for the purpose of testing, developing, training, distributing or making available any non-Microsoft service or feature."

For me this sounds like anything you can do with this API is forbidden, becaue using it in a programm would mean to "use data from the Places answer for the purpose of developing a non-Microsoft feature".

This does not sound logical to me.
So my question is: Does this note just refer to the development of an own "entity search engine"? And if not: what is and what is not allowed to use this API for?
