Windows 7 ESU year 3 - Failing to Install April 2022 Security Updates

We have installed the ESU year 3 key on all PCs, and we checked that all prerequisites were met to ensure that we can get Windows updates. We have had not problems in any previous ESU updates installing on PCs. However, this month we are having the following issues with Windows updates,

KB5012329 (2022-04 Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 7) and KB5012626 (2022-04 Security Monthly Quality Rollup for Windows 7 for x86-based Systems):

The PCs are able to download the updates, but they never install successfully. When PCs try to install KB5012626 it fails to install and reverts the PC back. I have tried to run the stand alone versions too, but I get the same issue. The log files all contain generic error codes, so they were no help. I exhausted Google search to see possible fixes, or causes, but I cannot find any answers. Is anyone else having the same issue? Please help, and thank you.
