RDS 2019, minimized tasks not show on the screen

Hi All,

I have Implemented RDS 2019 on the system with configure:

• HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\Terminal Services
  Name: fQueryUserConfigFromDC
  Type: Reg_DWORD
  Value: 1 (Decimal)

To use legacy RCM, when login to the RDS sever everything of program is working but can not minimize tasks because after minimized tasks that the tasks not show please see the picture below,

But The existing system of terminal 2003 server is ok no this issue please see the picture below again,

Could you do me a favor? Help me please to resolve the issue.
