teams admin - how to allow application for pilot user group only

I'm trying to connect the ringcentral app to Microsoft teams. however it is showing the app as being blocked org-wide.

I want to only allow the app for small group of users initially.

how to accomplish this?

    Remove it from the global block list first. Then, configure an App permissions policy to allow the install, and optionally an App setup policy to auto-deploy the app. More details here: https://learn.microsoft.com/en-us/microsoftteams/teams-app-setup-policies

    Users in your organization will automatically get the global policy unless you create and assign a custom policy.

    As michev said above, .you shoud remove the app from the global block list and create a new custom app policy to assign users and groups. For more details, you could refer to:
