Digital Ocean to Azure Migration

I tried to move a VM from Digital Ocean to Azure. I tried to Rsync it but that didn't work, clone it by replicating key features of the DO's VM but I couldn't get the exact same feature, putting compliance, policy etc., into consideration: and should I just replicate the VM considering key features, how do I move the content of the VM to the new Azure VM?
I want to know if this process is feasible and if it is, how can it be done?

    If you have used Azure Migrate solution in a physical to azure migration approach here is how it is done, Azure Migrate (Both Agent based and Agent less) is a disk-based replication and migration solution, which replicates all the disk level changes from the source VM to azure and when migrate it is triggered a VM is spun with the replicated OS disk and attaches the data disks to it. Any additional settings or configurations related to compliance or policies, have to be manually configured.
