single Radius Server 2019 for multi site

is it possible to make below setup in windows server 2019 NPS.

site a/b/c and 1 radius server for APs

1.site A users not allowed in site B
2. Site A/B/C seperate by wireless policy.
2.user limited to allowed device by mac/ip/host name in site A
