USB BitLocker Recovery failed with error - "The password failed to unlock volume" even if the recovery password is correct

The bit-locked USB recovery is not working in some machines i.e Format in one machine and recover in another using the password.

  • The group policies are checked and are the same in these machines.
  • The BitLocker version is also the same in these machines. i.e BitLocker Drive Encryption: Configuration Tool version 10.0.17763

What else needs to check to identify the reason?

    In the 17763.2686 build machine, FIPS was enabled.

    It is observed that if the USB is formatted in FIPS disabled environment, then the recovery is disabled in FIPS enabled environment.
    In such cases, even though the USB is unlocked with the password, it is write-protected.
