Resource group stuck on deprovisioning?

Problem

I have recently begun managing my employers azure resources, and I was attempting to tidy up some of the resource groups. We had around 4 or 5 empty groups that were surplus to requirements. I moved all visible resources to correct groups and then proceeded to delete each group one after the other.

Unfortunately, I made a mistake with one of the resource groups, which is not major but seems to have caused Azure to not know what to do with itself. One of the resource groups that I deleted had some hidden resources, namely security certificates for two app services, remaining within the group.

Having realised this, and seeing that the resource group had not deleted, I attempted to correct the problem by moving the certificates to the correct resource group. Unfortunately, I am now experiencing the issue whereby the move cannot be completed because the resource group is marked as deprovisioning, but the resource group has been deprovisioning for half an hour now and does not seem to be making any progress. I have concluded that it may have hung, and I'd like to know if there's a solution to this?

It would be ideal if I can move the certificates, but if not, they can be redeployed from our local redundancies.
